Delhi private universities bill: 25% seats reserved for local students, fee waivers proposed
The Delhi Cabinet has cleared a draft Private Universities Bill 2026, to be tabled in the Assembly's Monsoon session, creating a dedicated legal framework for private universities in the capital. The Bill proposes reserving 25% of seats in every course for Delhi students, with a merit-cum-means fee structure offering 5% full waivers, 10% at 50% concession and 10% at 25% concession. It also proposes a Delhi Private Universities Regulatory Authority to oversee admissions, examinations, governance and inspections, along with government representation on university management bodies.
